Practical importance of this method is that it is one of the optimization basis of subsidies and subventions rates allocated for forest fire protection.

Determination of the protection level (low, medium, high) involves ranking of the forest fund territory based on the intensification of forest fire protection and is carried out with use of the following indicators: actual fire danger of forests, ecological value of forests, economic value of forests, natural fire hazard, availability of technology-related risk facilities, presence of settlements, territory contamination with radionuclides. Method of optimal variant of forest fire services functioning determination

Variant of forest fire fighters functioning means the set of operated parameters, determining the results of their work. These include:  types of process schemes, organization of forest fire services work, periodicity of the protected territory inspection, timetable of its monitoring, types and number of technical means used for monitoring of the territory under protection and forest fire extinguishing, number forest fire units, their location on the protected territory and etc.

For each set of operated parameters, the value of costs related to its implementation and possible damage from forest fires is projected. Minimum value of costs and loss is used as the criterion of optimality. Creation of a regional system for management decision support during forest fire protection

The original geoinformation system includes the application for devices with GPS/GLONASS with OS Android.

The system helps to make management decisions during forest fire protection on the regional level, as well as on the forestry level.

The system main functions are:

  • prompt registration of forest fires;
  • calculation of costs for extinguishing and damages inflicted by forest fires;
  • fire hazard assessment based on weather and forest growth conditions;
  • consideration of facilities, activities and resources of firefighting purposes;
  • integration with different subsystems, for example, with a system of video monitoring allowing to receive information about fires from video cameras.
  • use of mobile devices provided with GPS/GLONASS for information transmission and clarification;
  • summary of economic characteristics;
  • cartographical support (vector layers of maps, all the available information printing on the electronic map).

Software development based on the databases statistical analysis

Software allows to construct statistical distributions for different indicators, for example: the projected number of fires per day, areal fire distribution, time of fires occurence within a day, etc.
